$2bn Honolulu Rail DBF Option Floated

A recommendation that Honolulu complete the final, $2-billion leg of its automated guideway transit system through a design/build/finance (DBF) approach would likely be difficult, owing to the fact that pasting a “semi-P3” delivery onto a complicated, urban project well into construction would be a challenging and time-consuming undertaking.
