Careful: Public Benefits Are Vulnerable to Change

When it comes to the actual packages, I believe that most toll authorities and DOTs’ preference would be to keep the revenue sharing as simple as possible to provide flexibility during the operations phase of the project, allowing the surplus funding to be used for the authority’s priorities.”
