The Metropolitan Washington Airports Authority (MWAA) shortlisted five teams in mid-October to compete for a $1.4-billion-plus design-build contract for phase two of the Metrorail system extension being built from Washington, D.C. to Dulles airport.
Short-listed are: incumbent Bechtel Infrastructure; Clark Construction/Kiewit; Archer Western (Walsh)/PCL Civil; Skanska/Granite/Wagman; Fluor/Tutor Perini/Stacey Witbeck. A best-value award is set for May 2013 and a notice to proceed would be issued once a TIFIA loan for 49% of eligible costs is secured. An Oct. 5 Letter of Interest (LOI) from MWAA assumes it will be invited to apply for a loan in January, 2013
