495 Express: A National Test For Managing Congestion

Managed lanes are seen by some transportation committee staffers on the Hill as a barely tested concept being over-promoted by planners. Roughly a third of the nation’s congressional delegation travels in the corridor served by 495 Express, however. So, given that level of exposure, the success or failure of this hi-tech experiment may have an impact on the treatment of managed lanes and P3s in the next highway reauthorization bill in 2014.
