A Critique Of The Partnership to Build America Act

Rep. John K. Delaney’s (D-MD) Partnership to Build America Act (H.R. 2084) has 63 co-sponsors (32 Republicans and 31 Democrats) in the House. Senators Michael Bennet (D-CO) and Roy Blunt (R-MO) introduced the legislation in the upper chamber in January of 2014, also with bipartisan support.

Public Works Financing asked transportation budget analysts in Washington DC for their assessment of the bill. Here is their response:
