Richard A. Davey, Massachusetts’s Secretary of Transportation is on a mission to get one or more P3 projects into procurement by year end, before Gov. Deval Patrick leaves office. A lot needs to get done fast, however, to convince developers to risk a regime change, and the new political players that brings.
Financial advisors (Ernst & Young, Piper Jaffray and William Blair) have been hired by MassDOT to review three potential P3 projects picked in March by the Public-Private Oversight Commission (PPOC), which was created in 2009.
