Whereas Spain has widespread experiences with PPP projects for motorways, urban railways, schools and hospitals, there is little previously documented experience with the use of PPP to build, finance and operate water treatment plants. This research addresses this gap in the literature by examining the case of Aragon in the north-east of Spain. In this case the PPP model was adopted to deliver and operate 131 wastewater treatment plants which were bundled into 13 contracts.
