All Eyes Are On Virginia’s 495 Express managed lanes

The nearly $2-billion 495 Express Lanes concession that opened in November in Fairfax County, Va., combined state, federal and private capital to fund the most significant package of improvements to the Capital Beltway in a generation—including a doubling of highway capacity with little impact on landowners, noise or Virginia DOT’s operations budget.
