The upbeat and well-attended Federal P3 Summit sponsored by the National Council of Public-Private Partnerships in Washington, D.C. on Feb. 12-13 was colored by lamentations about how OMB’s scoring of the budget impact of P3s has created a one-off market for these complicated deals, with successes rare.
Agencies like the Corps of Engineers, for example, are struggling to get newly authorized P3 demonstration projects started, but find themselves courting OMB before they have a process for procuring projects.
