The Maryland Department of Transportation and the Maryland Transit Administration on Jan. 8 said that four teams were short-listed to submit proposals to design, build, finance, operate and maintain the Purple Line Project through a public-private partnership.

The state’s intent is to start construction early in 2015 under a 35-year contract financed with availability payments to a private developer.
