Calif. SB 983 Offers A Way Forward

As drafted now, SB 983, the enabling legislation clarifying the ability of county transportation authorities in California to build HOT lanes on state-owned roads, would block most demand-risk P3s by prohibiting compensation for lost revenues from competing roads. The legislation gives the California Transportation Commission (CTC) the authority to sort out the competing interests of Caltrans and the self-help counties who want to fund and build projects. Potentially dozens of these projects could be built on state roads to manage traffic and generate revenues.
