Caltrans Rolls Out Tourist Road P3

A $264-million tourist highway in Monterey County was rolled out for industry comment on Dec. 17 by Caltrans as a potential revenue-risk toll concession. The aim is to fill a $220-million funding gap with debt and equity and advance the construction start without having to phase the 10-mile widening.
