Careful: Public Benefits Are Vulnerable to Change

“It sounds like VDOT and the citizens of Virginia got a great deal. I am always amazed at how the private sector can come up with innovative funding packages that benefit the surrounding communities and corridor. When it comes to the actual packages, I believe that most toll authorities and DOTs’ preference would be to keep the revenue sharing as simple as possible to provide flexibility during the operations phase of the project, allowing the surplus funding to be used for the authority’s priorities.”
