Chicago Is A “No Parking Zone”

Cities are a hard place to do PPPs.

Soon after Chicago’s former Mayor Richard Daley accepted a $563-million parking concession payment from Morgan Stanley and Vinci’s LAZ Parking in 2006, he approved plans for a competing public garage containing 1,200 spaces within the franchise zone awarded to the private investors under their 99-year lease.
