Clean Water: How To Put PPPs In The Toolbox

Successful PPPs are built from the bottom up by municipal government leaders who understand their utility systems and can calculate and communicate the benefits of sharing risks with private companies. State regulators can support the PPP option with benchmarking studies and by making State Revolving Funds (SRFs) neutral on the question of who’s rowing, public or private. EPA in Washington has offered educational support, but could do more to help guide states.
