Clean Water: Ideologues Spread Confusion

The environmental community in the U.S. missed the boat on PPPs. Larry Silverman, an early thought-leader with the Clean Water Action Project, urged his peers in 1992 to promote private operation of municipal wastewater systems because the for-profits would be easy targets for enforcers. He correctly saw that political considerations would supersede compliance against municipal operators.
