Clean Water: Managing Urban Complexity

Small and medium-sized cities need as much help as they can get with their treatment plants and pipes. But they have not been a successful market for private operators.

Companies that have ventured into distressed urban water/wastewater situations have not fared well financially or otherwise. Shifting city politics, strained labor relations, poor governance, inexact conditions assessments, and other issues have left them vulnerable to mistakes and attack.
