The same group of U.S. 36 HOT lane opponents who nearly won passage of a deal-killer bill for future P3s is now focused on Denver’s I-70 East HOT lanes project, using the same arguments about lack of transparency to achieve their unstated goals. Four other P3s are being considered by Colorado DOT (CDOT), which has opened its books to appease pro-transit opponents. But that may not be enough.
