The growing acceptance of the availability-pay model for delivering transportation megaprojects has drawn an alliance of major U.S. and Spanish contractors into the P3 advocacy business. Five builders and investor Star America launched the Association for the Improvement of American Infrastructure (AIAI) at a conference in New York this month. Their aim, among other things, is to put a lobbyist in key states to promote all types of P3 models—availability, revenue risk and 63-20 nonprofits.

“The people on this panel are dedicated to making the world a better place,” says John McArthur, President of Kiewit Development Co. “We’re advocating a better delivery model.”
