On time and under budget, a design-build team led by Fluor Corp. and Balfour Beatty Rail Corp. completed a 22.8-mile commuter rail line to connect Union Station Denver to Denver International Airport on April 22. The first U.S. passenger rail P3 was delivered as promised, says Brian Middleton, of Jacobs, who served as project director for the owner, Denver Regional Transportation District (RTD).
