Developers Fear Virginia I-66 Being Rushed

Virginia DOT is moving faster than the P3 industry would like on its I-66 HOT lanes project. The $2-billion-plus demand-risk project is a top priority in northern Virginia. But developers say it’s not defined well enough to start a procurement late this year and to shortlist teams by mid-2015, as planned.  “The scope doesn’t seem well enough established for a procurement to move forward fruitfully before the Tier 2 EIS wraps up in Fall 2015,” says a P3 developer who attended a July 16 briefing by five of VDOT’s top officials.
