Fluor Corp’s. Senior Vice President of Operations, Infrastructure Business Line, Gregory J. Amparano, has watched the P3 industry grow over the past 33 years, most closely with large transit projects like Denver Eagle, Purple Line, and now, the automated people mover (APM) project at Los Angeles International Airport (LAX). Because they are complex urban projects, long term and large, the public owners of these rail systems over time have added increasingly ambitious diversity and inclusivity goals as a private responsibility. The APM at LAX sets a benchmark, says Amparano, who represents Fluor’s interest in the LAX Integrated Express Solutions (LINXS) developer joint venture.
