For the third time in the past 18 months, ACS/Dragados was not the low bidder for a major U.S. design-build transportation project, yet still was selected as the best value winner, this time on Texas DOT’s New Harbor Bridge in Corpus Christi. About $234 million in gap financing will be provided by the contractor to accelerate the construction start years ahead of the public bid schedule using federal and state funds.
