To get control of O&M risks, concession companies, design-builders and engineers are hiring experts from around the world to help them build in-house maintenance expertise so they can self-perform on long-term contracts.

Following that track are pure equity investors (Star, Infrared, Meridiam and Plenary), and contractor-investors (Fluor, Walsh, Kiewit). Engineering firms (Parsons Brinckerhoff (PB), Parsons Transportation) are also adding O&M expertise.
