Chances of obtaining federal appropriations for the Fargo-Morehead flood diversion P3 demonstration project in this year’s military construction bill or in fy 2017 are only a little better than even, says Edward Belk, Chief—Operations and Regulatory, who leads the Corps P3 program in Washington.
