Fitch Supports Performance-Based Infrastructure

A March 19 report from from Fitch Ratings supports a proposal from the American Road & Transportation Builders Association (ARTBA) to increase highway trust fund (HTF) spending by $27 billion per year over six years. The plan would raise the federal gas tax by $0.15 and offset that increase with a rebate for middle-class taxpayers. The tax credit would be funded by a one-time repatriation tax on U.S. corporate foreign earnings.
