Honolulu Begins P3 Feasibility Study to Complete Rail Transit Line

The Honolulu Authority for Rapid Transportation (HART) is conducting an assessment of the feasibility of utilizing a public-private partnership for completion and delivery of the Honolulu Rail Transit Project (HRTP), now estimated to cost $1.3 billion. HART and the City and County of Honolulu are also interested in the potential for transit-oriented development (TOD) on City properties, retail/commercial concessions in transit station areas, and/or advertising revenue to contribute to long term operations and maintenance of the rail transit system. The feasibility assessment is being conducted under the auspices of HART’s Program Manager, HDR Engineering Inc., with financial advisory support by EY Infrastructure Advisors LLC.
