For transit to become a P3 market in the U.S., the Federal Transit Administration (FTA) needs to avoid redundant reviews. To accomplish that, the grants-making agency should customize its oversight of projects based on:
• the level of experience of the transit agency seeking a grant
• the type of procurement/risk transfer model being used
• the amount and type of oversight already being provided by independent, third-party entities outside of FTA
• the type of financing being used for the specific project
