The Colorado Transportation Commission this month overwhelmingly approved the start of a DBFOM procurement for the state’s largest and most complex transportation project, the reconstruction of 12 miles of I-70 East from I-25 to I-225, including a single express toll lane in each direction.
P3 teams began forming two years ago to compete for the availability payment project. The full scope of the project has an estimated design-build value of about $1.8 billion. That has been scoped back to about $1.17 billion for which there is still a funding gap of about $90 million to be met by “non-CDOT” sources.
