Industry Seeks FHWA Guidance on T&R Studies

Efforts that began a year ago to explore issuing federal guidance on traffic and revenue studies for borrowers seeking TIFIA loans, have moved to FHWA Administrator Victor M. Mendez’s office where the concern now is over enforcement of proposed guidance, sources say.

Mendez’s complaints last year about the lack of accuracy of TIFIA traffic studies set in motion studies by Mark Sullivan and Regina McElroy at USDOT’s Office of Innovative Program Delivery. They called a meeting of rating agencies, consultants, traffic and revenue estimators and others a few months ago. Nothing has emerged publicly from that meeting, according to two partcipants.
