Since Colombia began its ambitious Fourth Generation (4G) P3 road program, consisting of three “waves” of P3 toll roads costing up to US$25 billion, the nation’s shallow financial pool has struggled to fund it. The program includes 47 projects, involving 5,892 km of roadways, 123 km of tunnels, and 150 km of bridges, in addition to ports, airports, and river navigability.
