Italy’s Ministry of Infrastructure, to attract fresh investors to domestic toll roads, has opted to competitively bid highways with expired concessions rather than renew the existing concessions. It sent out invitations to bid on two 30-year concessions for segments of the A 3 and A 21 toll roads, and drew a batch of offers. More ambitiously, it also wants to remove the legal impediments that prevent bidding on highways whose concessions belong to Italian provinces.
