Italy’s Ministry of Infrastructure, to attract fresh investors to domestic toll roads, has opted to competitively bid highways with expired concessions rather than renew the existing concessions. More ambitiously, it also wants to remove the legal impediments that prevent bidding on highways whose concessions belong to Italian provinces.
