A toll road industry veteran warns that the ITR sale could still be reversed. A precedent was set in 2006, he points out. Texas DOT had selected Spanish developer Cintra as the apparent winner of a large revenue-risk toll concession near Dallas. Subsequently, a more aggressive bid was submitted by a politically powerful public toll road authority and accepted by the state, with disastrous results for users.
