Mexico’s award of concession to upgrade a 62-km toll road in Morelos State in December is a sign that the one-year-old administration of President Peña Nieto is ready to launch a “transformational” six-year US$46-billion P3 program to build a network of roads and rail lines. The package is part of a wider US$316-billion infrastructure plan.
