The Alabama Department of Transportation this month failed to win a $250-million federal grant it was counting on to help entice bidders for a $1.5-billion revenue risk concession to develop and operate the I-10 Mobile River Bridge and Bayway widening project. Three teams were shortlisted to bid last year. Alabama DOT’s plan, according to local news reporting, is to continue the procurement and apply again next year for an INFRA grant. Loss of the grant may affect USDOT’s consideration of a Letter of Interest for a TIFIA loan that Alabama DOT submitted in December, 2017.
