The Red River between Fargo, ND and Morehead, MN., crested at 41 feet in March 2009, setting in motion plans for what has become a $2-billion flood control project between the two states. To accelerate work, the two cities and the Corps of Engineers opted in 2015 to pursue a P3 procurement, a first for the Corps. Not much has gone right since then for the four shortlisted bidders.
