Nassau County Eyes Wastewater Assets Again

Nassau County, NY, recently selected KPMG as financial advisor for a third try at a P3 or 49-year lease of its wastewater system aimed at redeeming $500 mil- lion in debt, and banking what promoters believe could be $150 million in efficiency savings.

Any financial investors would be assigned a compli- cated personal services contract awarded by the coun- ty to Suez North America last year for managing the county‘s clean water system. Efficiency and accounting savings over the 20-year term of that contract were estimated at $379 million by Public Financial Management. Investors would have the option to buy out one of Suez’s largest O&M contracts.
