An Aug. 10 report by Mercator Advisors LLC on potential policy options to address intense political opposition to Cintra’s I-77 managed lanes concession in Charlotte, NC, identified a termination for convenience as a viable option for consideration (https://www.ncdot.gov/projects/I-77ExpressLanes/). At a minimum, Mercator estimates NCDOT would have to come up with $289 million to pay off the TIFIA/PABs debt, plus the costs of stabilizing the work zones and hiring advisors to assist with the termination process.
