New Hampshire’s Democratic Governor Maggie Hassan is targeting a commuter rail link between Nashua and Boston as a top candidate for DBFOM/DBOM delivery under the state’s new P3 law (SB 549), which allows unsolicited proposals. Hassan is giving up her governorship for a run at the U.S. Senate seat held by Republican Kelly Ayotte, who was 10 points behind Hassan in state polls taken in early August.
