At President Trump’s request, the National Governors Association has submitted a list of over 400 hundred infrastructure projects to be earmarked for assistance by the White House, including some pet projects of private promoters. Based on past experience, all the jockeying may do more harm than good. Lists generate excitement about receiving special favors from on high—be they environmental waivers or redirected TIGER grants or larger TIFIA loans or boat loads of investment tax credits. Whether these favors are real or perceived is another matter (e.g., the project is moving along and already slated to receive everything the government can throw at it under current law).
