The switch to the gap-financing/O&M hybrid model on SH 183 left the concessionaire partners on the original teams with a much-diminished role, perhaps taking just O&M risk. Meridiam Infrastructure and Macquarie lost interest, as a result.

But Plenary Group USA stayed with Kiewit, advising on financing, O&M and other aspects of the bid. Plenary was fully at risk for its contribution which mimicked the role of a concessionaire, and presumably will be paid a premium at contract signing, in effect as a contract developer.
