Pennsylvania P3 Bill Passes

Pennsylvania’s legislature finally passed a transportation P3 bill, H.B. 3, on June 30 that creates a mixed board of political appointees and P3 experts working under PennDOT to review proposed projects.

To override a board decision, the legislature must pass a concurrent resolution by the majority of the House and  Senate within 20 calendar days of receiving notice.
