Meeting the central promise of his campaign—good jobs and economic development delivered quickly—forces the Trump team at the U.S. Dept. of Transportation to come up with a way to generate boots-on-the ground projects without waiting for a big increase in funding. A policy initiative to achieve that goal is circulating within the Trump transportation transition team and on the Hill, and will become public in a few months.
