The Trump Administration’s infrastructure plans will quickly run up against the political and fiscal realities of the federal budgeting process. Meeting the central promise of his campaign—good jobs and economic development delivered quickly—forces the Trump team at the U.S. Dept. of Transportation to come up with a way to generate boots-on-the ground projects without waiting for a big increase in funding. A policy initiative to achieve that goal is circulating within the Trump transportation transition team and on the Hill, and will become public in a few months.
