The four shortlisted teams competing for DBFOM delivery of Maryland’s Purple Line transit project have been given until August 8 to submit priced proposals on a re-scoped project that they hope will be much less prescriptive than the “faux P3” on the table now.
Most importantly, the developers have been given a reprieve from further spending on their proposals until Maryland DOT responds to private ideas for cutting capital and operating costs on the project, most recently estimated at $2.45-billion. MDOT will issue addenda to the RPF issued last July which will be the basis for making final offers.
