A request for proposals was issued July 28 to four teams competing to deliver Maryland’s “Purple Line” light rail transit project as a P3 using an availability payment approach. To enhance competition, the Maryland Transit Administration and Maryland Department of Transportation required final proposals to include equipment vendors in the competition for what will be the second major rail P3 in the U.S. (after Denver’s Eagle P3).
