Rahm’s Chicago Trust: Clear As Mud

Chicago Mayor Rahm Emanuel on June 11 nominated five people to serve on the inaugural board of the Chicago Infrastructure Trust, a vaguely defined effort to leverage new user fees and efficiency savings to finance $1.7 billion in “transformative” public works projects over the next three years.

A public finance banker working with the city to launch “Rahm’s trust” said that at this point, “It’s as clear as mud.”
