Regulated Utility Model Urged For U.K Roads

Strategic U.K. highways should be converted into privately operated, regulated utilities to ensure adequate funding, claims the Confederation of British Industry (CBI), the body representing large corporations. Highways should be funded through the Regulated Asset Based (RAB) model that has been used to raise nearly £100 billion (US$161 billion) by the water industry since its privatization in the 1980s, urges CBI this month (October).
