Rhode Island Truck Toll Bill Passes

Rhode Island lawmakers approved and signed into law Gov. Gina Raimondo’s toll-backed plan to raise funding for major bridge and infrastructure repair work within the State. Significantly, while the measure, titled RhodeWorks, underwent significant changes prior to being signed into law, it still includes the creation of a new toll on commercial trucks as a funding mechanism for projects within the state. Notably, as passed, the measure only includes the issuance of $300 million in GARVEEs, and no toll-backed revenue bonds, as compared to $600 million and $700 million, respectively, in the original proposal. Additionally, the measure includes 3 fewer tolling stations, and a $10 lower maximum cross-state toll than originally proposed.
