A GAO report was released July 13 evaluating the lack of progress that the Federeal Railroad Administration has made in adopting FAST Act reforms on the RRIF loan pro- gram. The report found that as of May 2016, the FRA had only completed about a third (20 of 59) of its standard-operating procedure documents related to the RRIF program, and that the FRA had yet to draft guidance for applicants on the eligibility of transit-oriented development (TOD) for RRIF loans. According to the FRA, many of the reforms are con- tingent on completing DOT’s implementation of the Build America Bureau.
