San Antonio Water’s P3-Plus Contract, By Eric Petersen

San Antonio Water System’s (SAWS) water transmission and purchase agreement with the Abengoa Vista Ridge project company, championed most prominently by Board chair Berto Guerra and Trustee Reed Williams, takes P3 to a new level in the water industry. The contract calls for the project company to to design, build, finance, operate and maintain a 142-mile transmission pipeline system from rural Burleson County past Austin southwest to Bexar County to connect with SAWS existing water distribution system. But atypical for a P3, one company (Abengoa SA, through its affiliates) will contract for all three legs of the P3 triad—equity provider; design-builder; and facilities operator. Projected hard and soft costs are $844 million ($762 million in debt and $82 million in equity). SAWS, for its part, commits to build product water storage tanks and other interconnection facilities estimated to cost $100 million.
